- this is located in the flood plain of an area that commonly substantially floods.
-the city of simonton has a "no fill dirt" ordinance and restrictions for building in the floodplain ordinance
- 3 adjoining perimeters are residential with unelevated homes within 400 feet.
- cement plants have shown with historical environmental data to cause severe health and respitory concerns in residential areas
- the City of Simonton does not have an in-house public safety agency and control of traffic and heavy trucking and machinery can not be monitored.
- this location is located within a quarter mile of a school.
