FELONY DOMESTIC VIOLENCE SUSPECT STRIKES OFFICER WITH VEHICLE DURING PURSUIT

Newark, California (Thursday, July 7, 2022)
 On Sunday, July 3, 2022, around 9:04 pm, Officers responded to the 5800 block of Jarvis Ave to investigate the report of an assault with a deadly weapon incident.  The victim called 911 stating an ex-boyfriend was ramming her vehicle with his vehicle in a parking lot.  Newark Police Officers arrived on scene within minutes.  This same suspect had attacked the victim by strangulation earlier in the day, but eluded police after fleeing the scene.   

In this incident, Officers located the suspect as he fled the scene in his vehicle.  Officers activated their emergency lights and siren attempting to pull the suspect vehicle over, but he immediately fled. Due to the escalation of violence and continued threat toward the victim, officers pursued the suspect. The vehicle pursuit lasted approximately 25 minutes and covered about 17 miles.  During the pursuit, the suspect appeared to intentionally strike three other uninvolved vehicles causing damage. No injuries have been reported from these collisions. 
  
In an attempt to end the pursuit and reduce the likelihood of injury to uninvolved motorists, a Newark officer attempted to use a spike strip to disable the suspect’s vehicle. While deploying the spike strips, the suspect intentionally turned and drove his vehicle toward the Newark Officer, striking the Officer. The Officer was treated at a local hospital for the injuries sustained, has since been released from the hospital, and is recovering from the injuries.

The pursuit ended when an assisting agency utilized a pursuit intervention technique, which disabled the suspect’s vehicle. The suspect immediately fled from the vehicle on foot and was apprehended by a police K-9.  As Officers attempted to take the suspect into custody, he continued to fight with the officers and attempted to take an Officer’s holstered firearm during the apprehension.  For the safety of the involved first responders, including medical personnel and the suspect himself, the suspect was ultimately placed in a lower leg restraint.

Newark Police detectives have taken lead on the investigation and are actively investigating the circumstances surrounding the incidents.

Given the fact that this case involved domestic violence, we will not be releasing any additional information about the domestic violence victim.  The suspect, Ramon St Ange, a 20-year-old resident of Newark, was transported to a local hospital for treatment of minor injuries and thereafter booked at Santa Rita Jail.  On July 6, 2022, St Ange was charged by the Alameda County District Attorney’s Office for assault with a deadly weapon on a Peace Officer, evading a Peace Officer and causing serious injuries (to a Police Officer), three counts of assault with a deadly weapon (on community members), felony assault with a caustic chemical, two counts of threatening a Police Officer via force or violence, evading a Police Officer with wanton disregard for the safety of persons, attempt to take a firearm from a Peace Officer, felony vandalism, violation of a restraining order and felony domestic violence.

The Newark Police Department takes acts of violence against members of the community and emergency personnel very seriously and will follow this case as it works its way through the judicial process.
