ARREST: Santa Rosa Man Arrested for Extorting Undocumented Community Members Seeking Assistance with Citizenship Paperwork

In December 2021, Santa Rosa Police Department Property Crime detectives took over a case associated with a Santa Rosa man extorting undocumented community members who were seeking assistance with citizenship paperwork. Clients between December 2021 and February 2022 alleged that a former employee of California Human Development was demanding cash payments, beyond normal fees, to assist them with citizenship paperwork. Property Crime detectives worked with leadership from California Human Development to understand the potentially criminal actions of former employee Victor Farfan, a 52-year-old Santa Rosa resident.
California Human Development is a Santa Rosa non-profit organization with the mission, “We are a human services organization that creates paths and opportunities for people in need to rise about barriers in their pursuit of better lives.” The organization has several key priorities, but one is immigration and citizenship assistance. Farfan was employed by California Human Development from 2017 until 2019. Farfan was responsible for assisting clients with immigration paperwork associated with visas and citizenship.
During the investigation, it was discovered that Farfan would meet with clients, and offer services, but demand cash payments at several points throughout the process. Farfan would also withhold critical and essential immigration documentation, like Permanent Resident Cards, until the client paid him additional cash payments.
On July 27, 2022, at 8:30 am, Property Crime detectives served a search warrant at Farfan’s residence in the 2000-block of Pinercrest Drive, in Santa Rosa. Additional evidence was located and booked into SRPD Property/Evidence. Farfan was also contacted and detained inside the residence.  Based on the thorough investigation, SRPD Property Crime detectives (with the assistance of California Human Development) have identified at least nine victims. Farfan is believed to have stolen approximately $25,000.  Farfan was arrested for the following charges:
503 PC – (Felony) Embezzlement [9 counts]
532 PC – (Felony) Theft by False Pretenses [9 counts]
518 PC – (Felony) Extortion
