Incident Summary:
 
On August 22, 2022, at approximately 7:02 PM, the Petaluma Police Department received a call from Ulta Beauty at 401 Kenilworth Drive, Suite 520, regarding a robbery. It was reported five suspects had entered the store and began filling large bags with fragrances. Store security attempted to intervene and was assaulted by one of the suspects. The suspects fled the store with the merchandise and were seen getting into a newer white Range Rover with tinted windows. The vehicle was reported to be seen heading toward East Washington Street. Several officers responded to the area were unable to locate the vehicle.  A broadcast was sent out to local law enforcement agencies describing the incident and the vehicle.  It was determined the suspects stole between one thousand and two thousand dollars’ worth of merchandise.  The security guard was uninjured.  
 
At approximately 7:26 PM, the Santa Rosa Police Department received a similar robbery report from the Ulta Beauty at 2080 Santa Rosa Ave.  During the commission of the theft one of the suspects punched and threatened a security guard.  The suspects and vehicle description matched Petaluma’s incident.  A license plate was provided which returned to a Jeep, when in fact the vehicle was a Range Rover, indicating the vehicle was likely stolen. A Santa Rosa Police Officer located the vehicle traveling southbound on US Highway 101 at a high rate of speed and lost sight of it in the area of Cotati. The California Highway Patrol located the vehicle a short time later traveling southbound on US Highway 101.  The CHP officers followed the vehicle as it entered Petaluma City limits.  Just prior to the Lakeville Street offramp, the CHP officer attempted to conduct a traffic stop on the vehicle.  The vehicle failed to yield to the CHP officer as it exited the highway, taking the Lakeville offramp. Due to the vehicle entering Petaluma city limits, the severity of the crime, limited officers in the pursuit, Petaluma Police Officers entered the pursuit to assist. 
 
The suspect vehicle turned right on Lakeville Street, left on Caulfield Lane, and left on Hopper Street entering the RiverFront Community where it continued to flee from officers.  Unbeknownst to the suspect, who was from out of the area, there is no additional outlet in that neighborhood.  The suspect vehicle made its way back to Hopper Street and appeared to intentionally ram an occupied marked Petaluma Police Department vehicle as it exited the neighborhood. As a result of the collision the suspect vehicle’s front passengers side sustained heavy damage including a deflated tire.  The suspect vehicle continued a few hundred yards and came to rest on Hopper Street. The five subjects exited the vehicle, four of the five suspects jumped an adjacent fence, and ran across the railroad toward the fence line of an adjacent businesses.
 
The suspects had committed three violent offenses, including ramming an occupied police vehicle, and demonstrated a strong desire to avoid capture; based on these circumstances a Petaluma Police Officer deployed his K-9 over the fence.  The K9 was followed by the K9 handler and other officers.  The K9 made contact and assisted with the apprehension of two of the suspects.  A third suspect was apprehended by officers prior to jumping the fence.  The fourth suspect climbed over the fence and was later apprehended after hiding on the roof of a shed on the G&C Autobody property at 896 Lakeville Street. The fifth suspect did not climb the fence and ran northbound on Hopper Street, they gave up after approximately one hundred yards while being pursued on foot by an officer. 
 
One suspect who was contacted by the K9 was treated and released from Petaluma Valley Hospital for puncture wounds.  The second suspect contacted by the K9 was uninjured, it appeared they were brought down by their clothing. 
 
Joshua Wilson of San Jose was identified as the driver of the vehicle. Wilson provided a false name to officers upon arrest.  He was found to have three outstanding warrants, one each from Sonoma County, Santa Clara County, and Contra Costa County.  The warrants were related to theft, resisting arrest, and providing false identification to a police officer. Dwayne Huntly of Hayward and a juvenile suspect from San Francisco also provided false names.  The juvenile suspect had an outstanding warrant.  The second juvenile suspect from Oakland attempted to escape their handcuffs and kicked an officer during the attempt.
     
Thousands of dollars’ worth of Ulta Beauty products were located in the suspect’s vehicle.  The vehicle was later determined to be an unreported stolen vehicle out of Oakland. All adult suspects were later booked into the Sonoma County Jail, the juveniles were booked at Juvenile Hall. Charges included 211 PC, 487(a) PC, 182(a)(1) PC, 245(a)(1) PC, 148(a)(1) PC, 2800.2(a) VC, 243(b) PC, 148.9 PC, and 10851(a) VC.
 
Two officers received minor injuries as a result of the collision. Two additional officers received minor injuries while taking the suspects into custody. One was treated and released from Petaluma Valley Hospital.
 
The Petaluma Police Department would like to thank the California Highway Patrol, the Santa Rosa Police Department, Sonoma County Sheriff’s Department Helicopter (Henry one) for their assistance in apprehending the suspects.
