Deputies Conduct Welfare Check on Two Children in Bloomington and Arrest Two Suspects

DATE/TIME: Sunday, September 4, 2022 / 12:20 a.m.

INCIDENT: Child Neglect, Annoying / Molesting Children, Contributing to the Delinquency of a Minor

LOCATION: 10000 Block of Dream Street, Unincorporated Bloomington

VICTIM:        Confidential

SUSPECT: Isaiah Vargas, a 20-year-old Male Resident of Bloomington
                  Jesse Fulgoni, a 41-year-old Male Resident of Bloomington

SUMMARY: On Sunday, September 4, 2022, at about 12:20 a.m., Fontana Deputies were asked to check the welfare of a 16-year-old female juvenile, who was at a residence in the 10000 block of Dream Street, unincorporated Bloomington. Deputies contacted the 16-year-old and determined Isaiah Vargas, a 20-year-old male resident of Bloomington, knew she was 16-year-old and gave her alcohol. Vargas made several derogatory and sexual comments towards her, and touched her in a sexual manner. Vargas was arrested for annoying / molesting a child and contributing to the delinquency of a minor. Vargas was later booked into West Valley Detention Center where he was issued a citation and released. 

During the investigation, deputies discovered the 16-year-old female was locked in her room while her parents were out of town. Deputies also found a five-year-old male was locked in a separate room. The living conditions were poor, they did not have access to food, water, or a bathroom, and were obviously neglected. Deputies later contacted Jesse Fulgoni and arrested him for child neglect. The Department of Children and Family Services (DCFS) responded and took custody of both children.

Fulgoni was booked into West Valley Detention Center for child neglect and an outstanding warrant.  He remains in custody on a total of $150,000 bail.
