* WHERE...Portions of central New York and northeast Pennsylvania, including the following counties, in central New York, Delaware. In northeast Pennsylvania, Bradford, Susquehanna, Wayne and Wyoming.

* WHEN...Until 115 AM EDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.

* ADDITIONAL DETAILS... - At 1019 PM EDT, Doppler radar indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 0.5 and 1.5 inches of rain have fallen. - Additional rainfall amounts of 1 to 2 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Towanda, Canton, Montrose, Troy, Wyalusing, Rush, Susquehanna, Wysox, Susquehanna Depot, Springville, Harford, Ulster, North Towanda, Springfield, Hancock, Mehoopany, New Milford, Nicholson, Herrick and Meshoppen. - http://www.weather.gov/safety/flood
