Narrative:

Detectives from the Ventura County Sheriff’s Office initiated an investigation targeting the drug trafficking activities of a former Oxnard resident Jose Delgado. During this three-month investigation, Detectives learned Delgado was working within a larger drug trafficking organization (DTO) responsible for the distribution of bulk quantities of methamphetamine, heroin and counterfeit prescription medications containing fentanyl to residents of Ventura County.  Jose Delgado coordinated these drug shipments and deliveries from Tijuana Mexico.  Investigators learned this DTO was responsible for the smuggling of bulk quantities of narcotics from Mexico into the United States using the southwest border.  Once in the United States, the narcotics were then transported and stored in safe houses located in the greater Los Angeles area, operated by subjects such as Michelle Miranda and Sigiwilfredo Quezada. Jose Delgado utilized drug couriers, such as Felix Aispuro, Bryan Arechiga, Michelle Miranda and Edgar Perez to transport the narcotics to other co-conspirators to include Jose Chavez in Ventura County. Once in Ventura County, Jose Chavez distributed the narcotics to street level drug dealers and users.

On 8/10/2022, Narcotics Detectives learned Jose Delgado and Jose Chavez coordinated the delivery of several hundred Fentanyl laced counterfeit M30 pills.  During this operation Narcotics Detectives observed Michelle Miranda deliver the pills to Francisco Ramos at the direction of Jose Chavez.  Investigators later seized the counterfeit M30 pills.

On 8/12/2022, Narcotics Detectives intercepted a drug shipment which was coordinated by Jose Delgado destined to Jose Chavez in the city of Oxnard.  During this operation, Detectives detained Los Angeles residents, Bryan Arechiga and Felix Aispuro as they transported approximately 30 pounds of methamphetamine and five thousand counterfeit M30 pills.

On 8/26/2022, Narcotics Detectives intercepted a drug shipment coordinated by Jose Delgado. During this operation, Detectives detained Oxnard resident Edgar Perez upon his return from the Los Angeles area.  A search of the vehicle Edgar Perez was driving yielded approximately 6 pounds of methamphetamine.

On 9/16/2022, Narcotics Detectives executed a search warrant in the 600 Block of Wayside Street, City of Compton.  This location was identified as a safe house and residence for Sigiwilfredo Quezada. Detectives seized approximately 20 pounds of methamphetamine, cocaine, an assault rifle, ammunition and several thousand dollars of suspected drug proceeds.

Narcotics Detectives also served a several search warrants in the cities of Oxnard, Los Angeles, and Garden Grove. During the execution of the warrants, Investigators seized additional narcotics and evidence to support the ongoing criminal enterprise.

In total, Detectives seized approximately 60 pounds of methamphetamine, a kilogram of cocaine, several thousand of M30 pills believed to be laced with Fentanyl, rifles, handguns and thousands of dollars of suspected drug proceeds. The case will be presented to the District Attorney’s Office for filing. Investigators anticipate additional arrests from this investigation.
