On Thursday, September 29, 2022, the San Ramon Police Department Patrol Division received information regarding allegations against a male adult who committed lewd and lascivious acts during a child’s guitar lesson at a San Ramon residence. The case was immediately referred to the San Ramon Police Department’s Investigations Division. As the day progressed, detectives worked diligently to gather evidence and identify the suspect.
 
During the afternoon of September 29, 2022, San Ramon Police Department Detectives arrested Rex Lee Bell, a 69-year-old resident of Vallejo, for the below-listed violations.
 

• Nine (9) counts of PC 288a; Lewd and Lascivious Acts with a Child under the age of 14 years
• Nine (9) counts of PC 667.6(b); Enhancement for Prior Sex Convictions
• Two (2) counts of PC 290.95; Sexual Offender Violation.

 
Bell is a registered sex offender and was booked at the Martinez Detention Facility. He remains in custody with bail set at $9,950,000.
 
Following Bell’s arrest, a search warrant was authorized and conducted by San Ramon Police Department personnel at Bell’s residence in Vallejo, where additional evidence was gathered.
 
Bell advertises online as the owner and lead instructor of www.guitarconfidence.com, offering private lessons to over 30 cities within the San Francisco Bay Area. The San Ramon Police Department is committed to protecting our community and remains vigilant in taking swift action against those who seek to victimize children.
