The Thousand Oaks Police Department Intelligence Led Policing Unit, School Resource Officers recently concluded a lengthy investigation involving a 23-year-old male suspect using social media platforms such as Snapchat and Instagram, to contact and meet female juveniles. The investigation culminated with the arrest of Carter Newell at his residence on September 22, 2022. At the conclusion of the 2022 school year, Thousand Oaks Police School Resource Officers began to investigate a report of a 13-year-old female victim engaged in an inappropriate dating relationship with Newell. During the investigation, it was learned Newell used Snapchat to communicate with the victim to establish a relationship and solicit explicit photographs. Using various law enforcement techniques, Thousand Oaks Police School Resource Officers were able to identify Newell and obtained criminal evidence. A search warrant was served in the 100 block of S. Palm Street in the city of Ventura. During the service of the search warrant, investigators located and arrested Newell. Newell was booked at the Ventura County Jail for violations of PC 288(a) and PC 289(i). The case was filed with the Ventura County District Attorney’s Office. Due to the nature of this investigation, detectives believe there may be additional victims and encourage anyone with information to contact the Thousand Oaks Police Department School Resource Officers, Deputy Amanda Salas at (805) 947-8256, Deputy Vince Grillo at (805) 947-9298, or at [email protected]. Sexual predators commonly create social media accounts with fake profiles, using photos that make them appear to be a school-aged youth which makes it easier to communicate with minors. As a reminder to parents of school-aged children, please monitor their social media activity, encourage them to make their accounts private through settings on websites or phone apps, do not text or contact strangers or any account that is unknown to them, and do not accept “friend” or “follow” requests from accounts they are not familiar with or do not know the identity of the user. The Thousand Oaks Police Department has School Resource Officers assigned to Thousand Oaks High School, Newbury Park High School, and Westlake High School. The Thousand Oaks Police Department School Resource Officers focus on establishing community relationships with the faculty and students, and work collaboratively with the Conejo Valley Unified School District. School Resource Officers investigate crimes related to each high school, middle school, and associated elementary schools. |
