Press Release - Fremont Kidnapping Suspects Linked to Union City Attempted Murder Investigation

On October 10, 2022, Fremont Police officers responded to a late reported incident involving carjacking, kidnapping, and robbery.  The crime had occurred outside of a business in Fremont in the early morning hours as the victim was walking to his parked vehicle.  The victim was confronted by two suspects who demanded money and physically forced the victim to a nearby ATM machine.  The two suspects took turns battering the victim for an excess of seventeen (17) minutes, assaulting the victim with numerous kicks and punches.  During the attack the suspects took the victim’s car keys and fled the scene in the victim’s vehicle.  The victim sustained bruising and swelling injuries to his head, face, and shoulder area. Much of incident was captured on multiple nearby surveillance cameras. 
 
During investigation, Fremont Police officers were able to positively identify the two suspects as Kenneth Hayes (38 years old, resident of Olivehurst) and Anthony Lankford Bolivia (22 years old, resident of Fremont).  Officers quickly began pursuing investigative leads to locate Hayes and Bolivia.  Investigators learned Hayes and Bolivia were possibly involved in an attempted murder and kidnapping incident that occurred in Union City several hours after the carjacking.  Fremont Police detectives immediately began coordinating with Union City Police detectives to jointly investigate the related cases. 
 
On October 11, 2022, at approximately 7:00 p.m., Hayes and Bolivia were located in the City of Fremont and arrested by Fremont Police officers.  Tyler Perea (20 years old, resident of Newark) was also arrested by Fremont Police officers and found to be the third suspect involved in the attempted homicide in Union City.
 
On October 13, 2022, the Fremont case was presented to Alameda County District Attorney's Office.  Hayes and Bolivia were both charged with three felony counts including, Penal Code 215(a) – carjacking, Penal Code 209(b)(1) – kidnapping to commit robbery, and Penal Code 211 – first degree automated teller machine robbery.  Hayes and Bolivia are currently in custody at Santa Rita Jail.
