Two Clerks Cited for Selling Tobacco Products to Minors in a Decoy Operation

SUMMARY: On Wednesday, November 9, 2022, personnel from the Chino Hills Police Department, in conjunction with a grant funded by the Department of Justice - Tobacco Division, conducted “Minor Decoy” enforcement operations at 16 businesses in Chino Hills.
The Chino Hills Police conducted compliance checks in which decoy underage purchasers tested compliance with age-verification requirements as well as minimum-age restrictions under the supervision of police personnel.
Of the 16 businesses visited, two locations sold tobacco products to the underage decoy and were out of compliance. The two clerks who sold tobacco products to the decoy were cited for California Penal Code 308(a)(1), Sale of Cigarettes to a Minor Under 21 Years of Age and released at the conclusion of the investigation.
The Chino Hills Police Department will continue operations in the near future to satisfy Department of Justice-Tobacco Division grant requirements.
