INDIANAPOLIS-The Indianapolis Metropolitan Police Department (IMPD) proudly announces that IMPD Public Affairs Lt. Shane Foley has graduated from the 284th FBI National Academy Session.
“I want to express my appreciation for Lieutenant Shane Foley’s hard work and dedication at the FBI National Academy,” stated Chief Randal Taylor. “His graduation marks self-improvement for Shane and an opportunity for IMPD to receive his leadership skills. I am confident the knowledge he has gained will be used within the rest of the department and community.”
The FBI National Academy is a professional course of study for U.S. and international law enforcement managers nominated by their agency heads because of demonstrated leadership qualities. The 10-week program—which provides coursework in intelligence theory, terrorism and terrorist mindsets, management science, law, behavioral science, law enforcement communication, and forensic science—serves to improve the administration of justice in police departments and agencies at home and abroad and to raise law enforcement standards, knowledge, and cooperation worldwide (FBI.gov).
The National Academy was created as the “FBI Police Training School” in 1935 in response to the 1930 Wickersham Commission report recommending standardization and professionalization of law enforcement in the United States through centralized training. At the time, courses included scientific aids in crime detection, preparation of reports, criminal investigation techniques, and administration and organization. Studies pertaining to espionage and sabotage were offered as World War II began.

As a patrol officer, he was assigned to East District middle shift. While there he served on the East District Crime Reduction Team and was assigned as one of the first strategic investigation officers for IMPD.
Lt. Foley is a senior instructor, in Fair and Impartial Policing, Crime Prevention Through Environmental Design practitioner, and serves on the Event Response Group. Lt. Foley proudly served as a mentor to recruit officers for years. Lt. Foley has been awarded the Medal of Merit and a Unit Citation during his career.
