Narrative:

A Camarillo resident was arrested for possession of an assault weapon and illegal weapons manufacturing following an investigation conducted by the Camarillo Special Enforcement Detail.

On 12/14/2022, a traffic enforcement stop was conducted on a vehicle in the area of Pleasant Valley Road and the US 101 freeway for a violation of the California Vehicle Code.  During the traffic stop, the driver of the vehicle was identified as Robert John Wilson, a Camarillo resident.  Wilson advised sheriff’s deputies he was in possession of a firearm concealed in his vehicle.  Wilson was subsequently arrested for felony violations of California Health & Safety Code § 11550 (e) –Under the Influence of a Controlled Substance with a Firearm, California Penal Code § 25850 (a) – Carrying a Loaded Firearm in a Vehicle, California Penal Code § 32310 (a) – Possession of Large Capacity Magazine, and a misdemeanor violation of California Penal Code § 25400 (a)(1) – Carry a Concealed Firearm within a Vehicle.

Detectives from the Camarillo Police Department’s Special Enforcement Detail (SED) responded to the scene of the traffic stop for a follow-up investigation.  During the investigation, detectives discovered Wilson was at a local hotel room just prior to the traffic stop and determined the hotel room to be associated with an individual on active California Department of Corrections and Rehabilitation (CDCR) Parole.  In compliance with the conditions of the CDCR parole terms, SED detectives conducted a search of the hotel room, discovering a “P-80 Ghost Gun” and a drum-style magazine containing approximately 50 nine-millimeter bullets.  Upon inspection, the firearm

was found to have a threaded barrel capable of accepting a flash suppressor or silencer, categorizing the firearm as an illegal assault weapon.

Investigators identified Wilson as the owner the illegal assault weapon and found him to be in violation of California Penal Code § 30605 (a) – Felony Possession of Assault Weapon, California Penal Code § 27545 – Felony Unlawful Transfer of a Firearm, as well as an additional violation of California Penal Code § 32310 (a) – Felony Possession of Large Capacity Magazine.

Based on the circumstances and information obtained during the investigation, a residential search warrant for Wilson’s residence was obtained and executed by SED detectives in the 1600 Block of Regent Street, Camarillo. During a search of Wilson’s residence, detectives located a stockpile of pistol and rifle ammunition alongside copious high-capacity magazines, numerous firearms parts, a 37-millimeter projectile launcher, an additional P-80 Ghost Gun, as well as indicia of illegal rifle and pistol manufacturing. Based on evidence obtained during the search warrant, detectives developed probable cause to believe Wilson was in violation of California Penal Code § 30600 (a) – Felony Transport, Import, or Manufacture of Assault Weapon, as well as additional violations of Penal Code § 27545 – Felony Unlawful Transfer of a Firearm and California Penal Code § 32310 (a) – Felony Possession of Large Capacity Magazine.  Wilson was booked into the Ventura County Main Jail and held on $60,000 bail.

“Ghost Gun" is commonly used as a term to describe any firearm manufactured without a serial number engraved or otherwise adorned on its frame/receiver. “P-80” handgun is an abbreviation for “Polymer 80% Handguns,” which are firearms typically manufactured/constructed from parts kits that are commercially available online and shippable to prospective purchasers within California.  The purchaser of these kits completes the milling process on the firearm’s frame, often using milling templates and tools included in the purchased kit, rendering it an operable firearm frame that is compatible with numerous commercial firearms slides and components. P-80 handguns do not come with serial numbers engraved or otherwise adorned on their frames and are unregistered with the California Department of Justice.
