Narrative:
Members of the Ventura County Sheriff’s Office partnered with the California Highway Patrol and local retailers to ensure a safe holiday shopping experience in Camarillo and Thousand Oaks.
 
The National Retail Federation reported organized retail theft as accounting for nearly $30 billion in economic loss per year.  Largely carried by retailers, this impact is ultimately passed on to consumers through price inflation to offset the economic loss. More concerning, the implications of organized retail theft often exceed low-level shoplifting and can be correlated with more serious criminal activity affecting the general public, such as commercial and vehicle burglary, identity theft, credit card fraud, forgery, and fencing (selling or distribution of) stolen property.
  
In response to Assembly Bill 1065, the California Highway Patrol, in consultation with the Department of Justice, developed regional property crime task forces to identify geographic areas experiencing increased levels of property crimes.  The task forces, also known as Organized Retail Crime Task Forces, work with allied agencies and provide resources to combat organized retail theft.
 
At the request of local retailers, the Organized Retail Crime Task Force partnered with the Ventura County Sheriff’s Office to conduct an operation at the Camarillo Town Center in Camarillo and The Oaks Mall in Thousand Oaks.  In response to increased property crimes at the locations, the operation occurred on December 19th and 20th and focused on organized retail crimes.  During the two-day operation, a total of four individuals were contacted and detained for suspicion of organized retail theft, resulting in three arrests.  As a result of the organized retail theft investigations, arrests were also made for violations of California Penal Code § 530.5 (c)(1) – Identify Theft, California Penal Code § 466 – Possession of Burglary Tools, and California Health & Safety Code § 11377 (a) – Possession of a Controlled Substance.
