* WHEN...Until 1 PM EST this afternoon.
* IMPACTS...The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.
* AFFECTED AREAS: DAUPHIN ... LEBANON ... CUMBERLAND ... ADAMS ... YORK ... LANCASTER
