Fourth Arrest for OWI in December

On 12-08-22 at about 12:45 am, a traffic complaint was called into Rock County Dispatch about a driver passed out in the driver seat of a vehicle in the middle of an intersection. Officers arrived at the intersection of Ruger Avenue and Jefferson Avenue where the driver was still unresponsive. Officers found the vehicle still running, in drive, and with all doors locked. With the assistance of the Janesville Fire Department, officers broke out the rear driver-side window to gain access inside the vehicle. The driver then woke up and displayed signs of impairment from substances other than alcohol. The driver was later identified as Kobe Wethal. A Department of Transportation record showed he had one prior OWI conviction. Kobe currently has one open court case through Rock County Circuit Court for OWI. He was later arrested for Operating while Intoxicated Second Offense, and Operating while Suspended. Kobe was later released to a responsible party reference this incident. (#JV2260999)
 
On 12-10-22 at about 5:00 pm, a traffic complaint was called into Rock County Dispatch about a male inside a business displaying odd behavior and possibly under the influence. The employee was concerned about the male driving based on their observations. Upon arrival, officers located Kobe Wethal. Kobe admitted to driving to the business and displayed signs of impairment from substances other than alcohol. Kobe failed standardized field sobriety testing and was arrested for Operating while Intoxicated Second Offense due to the prior offense still pending in court. After officers searched his vehicle, they also located a small amount of marijuana. Kobe was later arrested for Possession of Marijuana. Kobe was later released to a responsible party reference this incident. (#JV2261411)
 
On 12-23-22 at about 7:00 pm, Rock County dispatch received a call about a vehicle in the ditch near Afton Road and Highway 11. Upon the officer’s arrival, they found the driver unresponsive. Once the officer knocked on the vehicle window, the driver woke up. The driver was later identified as Kobe Wethal. Kobe displayed signs of impairment from substances other than alcohol. Kobe failed field sobriety tests and was later arrested for Operating while Intoxicated Second Offense (due to the prior offenses still pending in court), Operating while Suspended, and Misdemeanor Bail Jumping. Kobe was released to a responsible party reference this incident (#JV2263506).
 
On 12-25-22 at about 6:50 pm, a traffic complaint was called into Rock County Dispatch about a driver passed out in the driver seat of a vehicle stopped at an intersection. Officers arrived at the intersection of Sunset Drive and Bond Place. Officers located the vehicle running but stopped at the stop sign. Officers began speaking to the driver of the vehicle who was identified as Kobe Wethal. While speaking to Kobe, officers observed marijuana in plain view. Kobe displayed signs of impairment from substances other than alcohol. Kobe admitted to falling asleep while driving the vehicle. After officers searched his vehicle, they also located a small amount of marijuana. As a result of the investigation, Kobe was arrested for Operating while Intoxicated Second Offense (due to the prior offenses still pending in court), Operating while Suspended, Possession of Marijuana, and Misdemeanor Bail Jumping reference this incident. The vehicle was later towed to a local tow facility. Kobe was later transported to the Rock County Jail pending his court appearance (#JV2263714).
