ParkMobile Parking Reservations pilot

As a reminder, the City of Hoboken is continuing to offer the ParkMobile parking reservations pilot program, which allows residents and visitors to reserve a parking space in advance in select municipal garages to make it easier to shop and dine locally this holiday season. The feature, launched on December 2, allows ParkMobile users to reserve a space in Municipal Garage B at 28 Second St., Garage D at 215 Hudson St., and the Midtown Garage at 371 Fourth St.

Users can reserve a space in one of the garages via the ParkMobile app Monday through Thursday from 6 p.m. to 2 a.m., and from 6 p.m. on Friday to midnight on Sunday. To access the reserved parking program, go to https://parkmobile.io or download the ParkMobile App available in the Google Play and Apple App stores.

Free and discounted holiday parking options through January 2, 2023

The City also offers free parking for up to four hours in municipal Garage B, Garage D, and the Midtown Garage on weekends through January 2, 2023. In order to redeem the free parking, drivers will need to show the garage attendant a receipt showing purchase of at least $20 at Hoboken shopping or dining establishments. Drivers can also use the promo code "PARKHOB" in the ParkMobile app to receive 50%-off on-street metered parking sessions in select zones through the end of the year.

Hoboken adopts initiative to increase parking turnover in business districts, launches discounted meter rates for resident permit holders

Continuing the City’s efforts to increase parking availability in business districts, new parking meter rates of $0.75 per 15 minutes in business districts have been adopted via ordinance by the Hoboken City Council. The time limit for on-street parking in business districts will also increase from two hours to four hours to provide greater flexibility to visitors. As before, the rate adjustment aims to achieve a best practice of 85% occupancy rates in business districts, corresponding to one-to-two parking space availability on each block. According to meter transaction data, approximately 90% of those parked within business districts are non-Hoboken permit holders.

Additionally, the City will offer current residents with on-street residential parking permits the ability to park in metered zones in business districts for a 50% discount, which is equivalent to $1.50/hr. once the meter rate adjustment in business districts goes into effect. This will allow current and future resident permit holders the ability to pay less than the existing $0.50/15 minute ($2.00/hr.) rate in business districts. Businesses will also be provided with a ParkMobile promo code to provide customers or employees with a 50% discount for a select number of transactions per month. The adopted ordinance is supported by the Hoboken Business Alliance (HBA) and the City will work collaboratively with the HBA to roll-out this initiative in the coming months.

Hoboken’s metered parking rates will continue to remain in-line with rates in other cities resembling Hoboken’s dense urban context and high on-street parking demand, including business districts in central New Brunswick, the Back Bay section of Boston, West Village in New York City, and Georgetown in Washington, D.C.  The meter fee amendments are part of a series of strategies to improve local parking access and convenience, including the newly launched reservations programpromo code discounts with ParkMobile, the online merchant validation program, as well as real-time parking availability updates at municipal garages.

The City will be working to update signage in business districts before the new meter rates go into effect, which is estimated to take place in early 2023.

$4 for 4 hours, $5 for 8 hours, $6 for 24 hours for Virtual Visitor Parking Permit; increasing parking turnover in residential area

Meter rates in permit parking zones in residential areas (the side of the street with the white sign) will also be adjusted to $0.50 per 15 minutes as specified in the ordinance, with the goal of freeing up parking spots for residential parking permit holders and encouraging visitors to utilize the Virtual Visitor Parking Permit (VVP) system.

The pricing for the VVP remains unchanged and can be purchased for 4-, 8- or 24-hour time periods for fees up $4, $5, or $6, respectively, which corresponds to $1 and hour, $0.63 per hour, and $0.25 per hour respectively.

Residents with valid Resident On-Street Parking Permits will continue to be exempt from paying metered parking fees in permit zones.

On-street residential parking permits and temporary resident permit rates

As specified in an ordinance passed by the Hoboken City Council in 2020, the yearly fee for on-street standard residential permits and temporary resident permits will be adjusted to $55 from $52 for the first vehicle, $110 from $104 for the second vehicle, and $220 from $208 for the third vehicle, as of January 1, 2023. The new rates reflect recent Consumer Price Index (CPI) increases, as the ordinance permits. For more information on on-street residential parking permits, go to www.hobokennj.gov/resources/standard-parking-permit.

Increasing safety of bicycle riders, motorists in business districts

Also adopted by the City Council is an ordinance to increase fines for double parking in bike lanes from $100 to $150.  The goal of the ordinance is to reduce double parking in bike lanes, especially on highly trafficked streets like Washington Street, which causes significant safety hazards. This ordinance aims to assist the City towards achieving its Vision Zero Goals of eliminating all traffic-related deaths and injuries by 2030. The ordinance will take effect in the beginning of 2023.
