Narrative:
 
The person responsible for the disappearance and murder of Jose Velasquez was arrested by Ventura County Sheriff’s homicide investigators.
 
On 07/30/2022, Jose Velasquez was reported missing from the city of Camarillo, after he disappeared under suspicious circumstances.  Investigators from the Sheriff’s Major Crimes Bureau began investigating Velasquez’ disappearance, suspecting foul play was involved.  Investigators utilized the assistance of the Sheriff’s Search and Rescue Unit to conduct extensive searches of remote areas as well as releasing information flyers seeking the public’s assistance in attempting to locate Velasquez.
 
 
 
 
On 10/03/2022, Velasquez’ human remains were located by hikers in the Santa Monica Mountains within the County of Los Angeles.  The Los Angeles County Coroner’s Office later declared Jose’s death a homicide.
 
During the course of the investigation, Major Crimes detectives identified Rotherie Foster as the suspect responsible for Velasquez’ disappearance and with the assistance of the Crime Analysis Unit, further uncovered evidence linking Foster to Velasquez’ murder.  On 01/13/2023, Foster was arrested and charged with the murder of Jose Velasquez.  Foster is currently in custody at the Ventura County Jail and his bail is set at $ 2,000,000.
