No on-street parking 1 am to 6 am from November 15th through April 1st.

Reminder:
We would like to remind all residents and guests that there is no parking on roadways within the Town, 1 am – 6 am from November 15th through April 1st. This may be informally described as a “Snow Ordinance”. Vehicles which are impeding snow removal, in violation of Town Code and/or NY State Law, may be issued a summons and/or towed away at the owner’s expense.

We would also like to make everyone aware that depositing snow into the roadway is a violation of Town Code and NY State Law; as well as creating a risk to public safety. Please ensure that anyone you hire for snow removal is aware of all legal ramifications as well as legitimate public safety concerns for depositing snow and other debris into our roadways.

Residents must also be aware to not allow fire hydrants to be or remain obstructed. Please ask your snow removal persons to be cognizant of this significant public safety concern.

§ 325-37 – Prohibited parking:
No vehicle shall be allowed or permitted to be parked, stored or kept unattended on any Town highway or other highway within the Town of North Castle from 1:00 a.m. to 6:00 a.m. during the period from November 15 to April 1.
 
§ 325-39 – Deposit of water, snow and ice on public property prohibited; penalties for offenses.  [Amended 2-19-1998 by L.L. No. 1-1998; 4-29-2020 by L.L. No. 3-2020]
 
A.  It shall be unlawful for any person to deposit, throw, drain or otherwise allow to accumulate water, snow or ice upon any sidewalk, highway or in or upon the gutter or grass area adjoining any highway.
 
B.  Except as otherwise provided herein, any person committing an offense against any provision of this article shall be guilty of a violation punishable by a fine not exceeding $1,000 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this article shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.

NY State Vehicle and Traffic Law:
§ 1219 – Putting glass or other injurious substances on highway prohibited.
           
(a) No person shall throw or deposit upon  any  highway  any glass  bottle,  glass,  nails,  tacks, wire, cans,  snow  or any other substance likely to injure any person,  animal,  or vehicle upon such highway.
           
(b)  Any person who drops, or permits to be dropped or thrown, upon any highway any  destructive  or  injurious  material or any material which interferes with the safe use of the highway shall immediately remove the same or cause it to be removed.
           
(c)  Any person removing a wrecked or damaged vehicle from a highway shall remove any glass or other injurious substance dropped upon the highway from such vehicle.
*This law is also applicable to motorists who do not remove the snow from their vehicle and decide to let it “blow off" while driving.
