On 01/24/23 at 12:09 A.M., an officer of the Janesville Police Department observed a vehicle traveling at an unreasonable and imprudent speed through a residential area. The officer initiated a traffic stop on the vehicle. The driver initially pulled over; however, later fled the scene. The officer followed the vehicle as it pulled over two more times, traveling approximately four additional blocks. A high-risk traffic stop was conducted near the intersection of Mineral Point Ave. and N. Walnut St. The driver was detained, without incident.
The driver displayed signs of impairment by suspected use of controlled substances. The driver submitted to one standardized field sobriety test and refused to perform others. A preliminary breath test confirmed the observed impairment was not alcohol related.
The driver was identified as Dustin O’Connor. O’Connor was arrested for OWI 8th offense. A check of O'Connor’s driver’s license showed a valid driving status, 7 prior OWI convictions, a 0.02 BAC restriction, and interlock ignition requirements. O’Connor was also on active community supervision through the Department of Corrections.
O’Connor provided a blood sample for evidentiary chemical testing. The test results are still pending. O’Connor was later transported to the Rock County Jail where he is awaiting an initial appearance.
