Physical Abuse of a Child – Samuel O Ryan 
On 1/23/23 Samuel O Ryan was released from custody from the Rock County Jail with bond conditions to not have direct nor indirect contact with the involved parties. Officers obtained evidence that Samuel directed a 3rd party to contact one of the victims.Samuel was located at a residence on the 500 Block of Linn and was arrested for 3 counts of felony bail jumping. Samuel is currently being held at the Rock County Jail pending his initial appearance.

On 1/21/23, at 1:18am, Janesville officers were dispatched to the 300 Block of N Washington St for a disturbance. The initial caller was a 12-year-old child. The caller advised dispatch they observed their mother being physically assaulted by her boyfriend in her vehicle parked outside of the home. The male suspect was later identified as Samuel Ryan. The female was able to get away from Samuel and ran to her house where the 12-year-old child and another 12-year-old friend were able to pull her into the house.
Samuel followed and attempted to get into the house. Both of the children attempted to hold the door closed, however; Samuel violently forced his way into the house. In the process he broke the door window and knocked over one of the children. The child suffered a broken wrist from the impact. The female and Samuel do not have a domestic relationship and the female did not wish to pursue any criminal charges at this time.
Samuel left the scene and was unable to be located by officers. Officers continued the investigation on 1/22/23 and actively attempted to locate Samuel. Officers received information that Samuel was staying in Fort Atkinson with a family member. Jefferson County Sheriff’s Office assisted in checking the address and located Samuel in a parked vehicle.
Samuel was initially uncooperative with deputies and refused to exit the vehicle. Samuel was eventually taken into custody without any issues.
Samuel is currently being held at the Rock County Jail pending his initial appearance for the below charges.
