Suspect in 2020 Fatal Traffic Collision Pleads Guilty to Murder and Felony DUI

On February 18th, 2020, at about 1:58 AM, Patrol Officers responded to a call of a serious injury traffic collision in the 2000 block of North Garey Avenue in the City of Pomona. When Officers arrived, they located a vehicle in the center divider of Garey Ave; the driver and front passenger were trapped in the vehicle, and one passenger had been ejected into oncoming lanes of traffic. The Los Angeles County Fire Department responded to the scene to provide medical assessment and treatment, and extricate trapped occupants.  They pronounced the front passenger, Anthony Lamar Tucker,  deceased at the scene.

Investigators from the Pomona Police Department’s Major Accident Investigation Team (MAIT) responded to the scene to investigate the collision. Through an extensive investigation, MAIT Officers determined that the driver of the involved vehicle, 46-year old Javan Clifford Draper, was driving southbound on Garey Ave in excess of 80 miles per hour.  At the time of the collision, Draper was impaired and driving under the influence of alcohol and drugs.

After reviewing the MAIT investigation, the Los Angeles County District Attorney's Office filed the following charges against Draper:

  • 187 (a) PC- Murder
  • 23152 (a) VC - DUI
A warrant was issued for his arrest, and on May 6th, 2020, Draper was arrested in the City of Pomona and booked at the Pomona City Jail. 

On January 26th, 2023, Javan Draper pled guilty to 187(a) PC - Murder, and 23153(A) VC - Driving Under the Influence Causing Injury or Death.  As part of the plea agreement, Javan Draper was sentenced to 15 years to life in prison.

The Pomona Police Department's Major Accident Investigation Team (MAIT) consists of Motor Officers that are specially trained to investigate complex fatal, or near fatal, traffic collsions.
