Get To Know Your Area Lieutenants 
 
San Mateo, CA – After recent promotions and new assignments, the San Mateo Police Department would like to take the opportunity to familiarize our community with the areas assigned, roles, and identities of the department’s area lieutenants.  SMPD’s patrol lieutenants are assigned specific policing areas within the city and act as points of contact for neighborhood issues.  The main responsibilities of the department’s area lieutenants are to work together with business districts, neighborhood associations, and additional stakeholders to solve problems that require focused attention from the department.  The department divides the city into three areas. Area 1 is the area west of US 101 from Peninsula Avenue to Highway 92 but does not include the downtown area of San Mateo. Area 2 is the area west of US 101 from Highway 92 to the Belmont border.  Area 3 is the area east of US 101 and the downtown area of San Mateo. 
 
AREA 1: Lieutenant Glen Teixeira

Lieutenant Glen Teixeira oversees Area 1. Lt. Teixeira was hired by the department in 2000. As an officer, he worked a variety of assignments including, patrol, field training officer, and detective. Additionally, he spent two years as a special agent with the San Mateo County Task Force. He was promoted to sergeant in 2011 and worked as the coordinator for both the field training and K9 programs. He also worked as a detective and support services sergeant. While the support services sergeant, he oversaw the first two Community Policing Academies. 
 
AREA 2: Lieutenant Anthony Riccardi

Lieutenant Anthony Riccardi oversees Area 2. In his nearly twenty years with the department, he worked as a patrol officer, detective, and training manager. He has also worked as a range master, field training officer, and instructor for rifle, Taser, and active shooter incidents. As an officer, he was appointed as head team leader for the North Central Regional SWAT team. Currently, Lt. Riccardi acts as the assistant team commander. Additionally, he is a team leader on the Terrorism Counter Assault Team. He was promoted to sergeant in 2015. As a sergeant, he supervised a midnight patrol team and worked as the administrative sergeant. 
  
AREA 3: Lieutenant Shannon Hagan

Lieutenant Shannon Hagan oversees Area 3.  He started his career nearly thirty years ago with the Millbrae Police Department before lateraling to the San Mateo Police Department in 2003.  Before promoting to sergeant in 2013, Lt. Hagan worked in the Investigations Bureau and Traffic Unit. As a sergeant, he also worked in the patrol and traffic divisions.  He currently works as the daytime administrative lieutenant and oversees the Traffic Unit, Downtown Unit, Community Service Officers, scheduling, and fleet division.
