Narrative:
During the month of October 2022, Detectives from the Ventura County Sheriff’s Office Narcotics Street Team (NST) identified Robert Winchester as a source of narcotics supply to residents of Ventura and Los Angeles County.  The investigation revealed Winchester was operating out of his residence in the 1400 block of Patricia Avenue in the City of Simi Valley.  During the course of the investigation, Winchester moved to the 10900 block of Canoga Avenue in Chatsworth, where he continued to supply narcotics to residents of Ventura and Los Angeles Counties.  NST detectives, working in conjunction with members of the Ventura County Combined Agency Team (VCAT), identified Sylmar resident Jesus Medina as a co-conspirator and supplier for methamphetamine, fentanyl, and other illicit drugs, some of which were ultimately destined for Ventura County. 
 
Detectives were granted a search warrant for Winchester, his residence, and his vehicles by the Ventura County Superior Court.  On December 15, 2022, Narcotics Detectives detained Winchester in his vehicle pursuant to the search warrant in a public parking lot in the 10000 block of Old Depot Plaza Road in Chatsworth.  A short time later, Detectives executed the search warrant at Winchester’s residence in the 10900 block of Canoga Avenue in Chatsworth. 
 
On January 11, 2023, Narcotics Detectives detained Medina in his vehicle as he delivered eight pounds of methamphetamine in the City of Simi Valley.  A search warrant was executed at Medina’s residence, located in the 13000 Block of Dronfield Avenue in the City of Sylmar.  During the search of Medina’s residence, several hundred M30 pills, a large sum of suspected drug proceeds was seized. 
 
As a result of the investigation over 21 pounds of methamphetamine, approximately four ounces of fentanyl, over three ounces of heroin, several hundred counterfeit oxycodone pills (believed to be fentanyl), US Currency deemed to be proceeds from drug sales and two handguns were seized from Winchester and Medina. The total amount of opioids seized during this arrest was over 208 grams, which equates to approximately 5,200 doses. As a point of reference, ingesting as little as .25 milligrams of fentanyl could be a fatal amount.  This equates to just this one seizure having the potential to kill over half a million people.
 
This case has been submitted to the United States Attorney’s office for filing consideration.
