* IMPACTS...At 11.0 feet, the river begins to affect the water treatment plant. Portions of Clinch River Road, Matney Lane, Allegheny Street and 4th Street are flooded and impassible until the river recedes.
* ADDITIONAL DETAILS... - At 12:15 PM EST Friday the stage was 11.2 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 12:15 PM EST Friday was 11.2 feet. - Forecast...The river is expected to crest near 11.3 feet early this afternoon, and will then gradually recede, falling below flood stage this evening. - Flood stage is 10.0 feet.
