OWI 4th Offense – Matthew R Brown 
On 02/19/23, at 1:41 AM, Janesville officers located a subject stopped at the stop sign at the intersection of Ruger Ave and S Randall Ave. The vehicle brake lights were activated and officers observed multiple vehicles going around the stopped vehicle upon their arrival.
Upon initiating a traffic stop, and making contact with the driver, the officers observed behaviors that indicated the driver may be impaired. Matthew complied with standardized field sobriety tests and subsequently was arrested for operating while intoxicated (4th offense). A legal blood draw was taken from Matthew. The results are pending. While at the medical facility where the blood draw was obtained, Matthew resisted officers upon placing him back into handcuffs. Officers were able to place him into custody without force being used.
Matthew was held at the Rock County Jail.
