INCIDENT: Felony Insufficient Funds
LOCATION: 10500 Block of Bechler River Ave, Fountain Valley
SUSPECT(S): Yanping "Annie" He, 45-year-old resident of La Verne
VICTIM(S): Residents of Chino Hills, Chino, Norco, Ontario, Hacienda Heights, San Dimas, and Rowland Heights
SUMMARY: In August 2022, deputies and detectives with the Chino Hills Police Department began an extensive investigation into multiple checks written on accounts with insufficient funds. During the investigation, it was discovered Yanping He borrowed approximately $600,000 from 15 victims, on various occasions between December 2021, and April 2022, to purchase equipment to open a piano business. When the victims spoke to He to get reimbursed, she wrote personal checks to the victims. The checks were authored from bank accounts with insufficient funds. He never reimbursed the victims and upon further attempts by victims to contact He, she avoided them.
An arrest warrant for He was issued, for PC 476(A) -Insufficient Funds. On February 16, 2023, detectives and deputies from the Chino Hills Police Department located He in the 10500 block of Bechler River Avenue, in Fountain Valley. He was arrested and booked at West Valley Detention Center.
