* WHAT...Southwest winds 25 to 40 mph with gusts up to 60 mph expected.

* WHERE...Northeast Tennessee and southwest Virginia.

* WHEN...From 10 AM Friday to 4 AM EST Saturday.

* IMPACTS...Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be difficult, especially for high profile vehicles.

* ADDITIONAL DETAILS...The saturated ground will make conditions more susceptible to down trees.
