* AREA AND TIMING...Northeast plains, middle Rio Grande Valley, Central Highlands and East-central plains (Zones 104, 106, 124, 125, and 126).
* 20 FOOT WINDS...West 20 to 30 mph with gusts near 45 mph.
* RELATIVE HUMIDITY...14 to 19%
* IMPACTS...Any fires that develop will likely spread rapidly. Outdoor burning is not recommended.
* AFFECTED AREAS: NORTHEAST PLAINS ... MIDDLE RIO GRANDE VALLEY ... CENTRAL HIGHLANDS ... EAST CENTRAL PLAINS
