32-year-old Fairfield Woman Arrested After DUI Collision Leaves 11-Year-Old Girl Severely Injured

This morning, March 23rd, 2023, at around 8:00am, Fairfield Police began receiving calls of a child being struck by a vehicle. Police and Fire personnel responded to the area of East Tabor Avenue and Blossom Avenue, where the collision occurred. The child, an 11-year-old girl, was transported to a local hospital with life threatening injuries. While we are still early in the investigation, witnesses have stated the child was crossing in the crosswalk when she was struck.

The Traffic Unit was called in and took over the investigation. Investigators interviewed the driver of the involved vehicle, a Chevrolet sedan. From the interview, evidence and investigation, the driver is believed to have been under the influence of alcohol and drugs. She has been arrested for felony driving a motor vehicle while impaired resulting in injury, and child endangerment, as she was driving impaired while minor children were in her vehicle. The driver, identified as 32-year-old Fairfield resident Elena Lindsey McGraw-Ogans, has been booked into Solano County Jail.

As of 11:50am, we have cleared the collision scene and the roadway is open. The investigation into this incident, however, is still on-going. As such, no further information is currently available.

In the meantime, please speak to your children about the dangers of vehicle traffic and stress the importance of pedestrian safety and awareness.

We, again, implore drivers to abide by traffic laws, especially around schools, near crosswalks and in the neighborhoods surrounding them and to never, ever drive impaired. It takes nothing to observe traffic laws and doing so could potentially save a life.
