Following threat assessments related to the officer-involved shooting on Wednesday, March 29, 2023, at W. 38th Street and Kessler Blvd N. Drive, IMPD Chief Randal Taylor announces the officers involved as 6-year veteran Officer David Yohe and 5-year veteran Officer Donovan Hankins.
 
IMPD will continue to be fair and transparent with our community while protecting the integrity of criminal investigations and officer safety. IMPD formalized a policy in 2020 which outlines when and how officers involved in critical incidents should be identified to the public. This policy solidifies IMPD’s practice of conducting a threat assessment by the IMPD Intelligence Unit following a critical incident and prior to releasing the names of the officers involved to protect the officer and their families. This policy ensures information is provided to the public as soon as possible. 
 
This incident is being investigated by IMPD’s Critical Incident Response Team (CIRT). Detectives are working with the Marion County Prosecutors Office and the Indianapolis-Marion County Forensic Services Agency to complete a fair and thorough investigation.
 
IMPD’s Internal Affairs Unit is conducting a separate internal investigation to ensure compliance with departmental policy, as is standard procedure in an officer-involved shooting.  
 
The civilian-majority Use of Force Review Board will conduct a mandatory review of this incident as it does for any use of deadly force against a person. This occurs after the conclusion of the criminal process.

The Indianapolis Metropolitan Police Department Critical Incident Response Team identified the suspect as 33-year-old Michael Barnes.
 
Barnes was placed under arrest for a violation of probation warrant out of Grant County.  This violation was from a 2018 case under cause number 27C-1808-F2-000025 where he was convicted of the following charges. 

  • Unlawful possession of a firearm by Serious Violent Felon
  • Possession of a Narcotic Drug Possession X2
  • Possession of Methamphetamine
  • Theft
  • Possession of Marijuana
Barnes will be arrested for his alleged role in yesterday’s events.  The exact charges will be determined after a review by the Marion County Prosecutor’s Office.
 
Portions of this incident were captured on a city camera.  Additionally, detectives want to express their appreciation to the numerous members of the community who were not associated with this incident but stepped forward to provide them with information regarding the incident.

The information provided is preliminary and subject to change.
 
On Wednesday, March 29, 2023 just after 4:00 p.m., IMPD Northwest District officers were dispatched to the 5600 block of Georgetown Road on a report of a carjacking. Officers were advised that a vehicle crash had occurred at 5600 Georgetown Road and an occupant from the crashed vehicle carjacked a black Chevy Impala at the intersection. The suspect then drove away in the Impala.

Within minutes, officers located the Impala near W. 62nd Street and Cooper Road. Officers attempted to stop the vehicle with their lights and sirens on; however, the adult male suspect did not stop. A vehicle pursuit ensued and ended at the on-ramp to Interstate-65 South from Kessler Blvd N. Drive, where the driver quickly emerged from the vehicle, facing officers with a firearm in his hand.

Two officers discharged their firearms, striking the suspect. No officers or uninvolved citizens were injured during this incident.
 
Officers safely approached and provided medical aid to the suspect until medics arrived.  Indianapolis Emergency Medical Services (IEMS) arrived and transported the individual to Eskenazi Hospital in critical condition. Shortly after his arrival to the hospital, the suspect’s condition was upgraded to stable.  
 
Detectives located a handgun near the suspect (a photo of the firearm is attached).
 
Multiple body-worn cameras were activated during this incident.
 
The Indianapolis-Marion County Forensic Services Agency responded to identify and collect potential forensic evidence.
 
Marion County Prosecutor’s Office (MCPO) responded to the scene to assist in the investigation.
 
Detectives are confident there is no ongoing threat to the community.  There is no suspect outstanding.
  
The IMPD Critical Incident Response Team responded to the scene to conduct the criminal investigation.
  
A separate administrative investigation is being conducted by IMPD Internal Affairs. The officers who fired their guns have been placed on administrative leave as is standard procedure in an officer involved shooting investigation. 
 
The civilian-majority Use of Force Review Board will conduct a mandatory hearing for any attempted use of deadly force against a person. This occurs after the conclusion of the criminal process.
 
The Police Officer Support Team (POST) responded to provide peer support for officers.  The IMPD Chaplain’s Office responded to assist with those involved.

The driver was arrested an unrelated arrest warrant from Grant County, Indiana. Charges related to this incident will be forthcoming after consultation with the Marion County Prosecutor’s Office (MCPO).
