On April 4th the Millstadt Police Department began investigating a forgery case at the 1st National Bank of Waterloo. It was learned the suspect who produced a forged check did so in other communities as well. We began investigating this case with neighboring agencies. A suspect was taken into custody by the Smithton Police Department, and the case was presented to the St. Clair County State's Attorney's Office. On April 11th the state's attorney's office charged the defendant, Leon L. Kemmerling age 30 of Mt. Vernon, with three counts of Forgery, a Class 3 felony, Category B offense. The charges were for the incidents involving Millstadt, Smithton, and O'Fallon. Kemmerling was also charged with one count of Theft Over $500, a Class 3 felony, Category B offense. Bond was set at $50,000. We would like to thank all the agencies who assisted in this investigation, and for Smithton obtaining the charges.
