During the beginning months of 2023, Detectives of the Special Investigations Unit conducted an investigation into the sales of fentanyl and methamphetamine that were occurring in both Ventura and Los Angeles Counties.  

The investigation concluded with a service of arrest and search warrants at two locations in the City of Los Angeles: the 8200 block of Quartz Ave. and the 14000 block of Kittridge St.  SIU Detectives located and seized the following evidence from the two locations:

10 pounds of methamphetamine
6 pounds of fentanyl
4 pounds of heroin
4 ounces of cocaine
Numerous prescription pills
5 Assault type rifles
5 Handguns
Several High Capacity Magazines for the Rifles and Pistols
Rifle Parts
Ammunition
3 Sets of Body Armor
Approximately $16,800 in cash and other assets

Richard Riley, a 52 year old Los Angeles resident was arrested for numerous felony counts of Drug Sales/ Possession with Intent to Sell, numerous felony Weapons charges and Conspiracy.

Rhonda Harvey, a 53 year old Los Angeles resident was also arrested for numerous felony counts of Drug Sales/ Possession with Intent to Sell, numerous felony Weapons charges and Conspiracy.

Debra Myers, a 54 year old Los Angeles resident was arrested for an outstanding felony warrant and for Possession of a Controlled Substance.

All suspects were booked at the Ventura County Main Jail for the above described charges.
