ROADWAYS HAVE BEEN RE OPENED. HAZE MAT CREWS HAVE CLEARED THE SCENE AND RENDERED SAFE. 
UPDATE: Collins Boulevard has been reopened in both directions.
The hazardous material scare was determined to be offloading from a carbon dioxide refrigerated liquid transport tanker. The roadway was closed out of an abundance of caution due to the amount of carbon dioxide that was released. There is no threat to the public or the environment at this time.
