Wilmington Police make arrest in connection with 2018 Cold Case murder: 
A Wilmington Police investigation has resulted in an arrest in connection with a 2018 murder.
On October 17, 2018, at approximately 4:00 a.m., Wilmington Police responded to the unit block of East 23rd Street, in reference to a call for shots fired. Upon arrival, officers located a gunshot victim – 25-year-old Blayton Palmer – who was transported to the hospital where he later succumbed to his injuries.The case was assigned to Detective Brian Conkey of the Criminal Investigations Division.
In 2023, the Cold Case Unit – including Cold Case Investigator Steven Rizzo and Detective Devon Jones – continued the investigation, leading to the identification of 25-year-old Charles Jones as a suspect. The case was presented to the New Castle County Grand Jury on May 8, and an indictment was returned for Jones.
On May 9, police executed a search warrant in the unit block of Court Drive, and took Jones into custody without incident.
He has been charged with the following offenses:
- Murder (First Degree)
- Possession of a Firearm During the Commission of a Felony
