Child Neglect Arrest

On 05/11/23 at 4:01pm, Officers from the Janesville Police Department responded to a welfare check on young children in the 400 block of N. Washington Street.  Officers located two children unattended inside a residence.  They attempted to contact the home owner by knocking on the door and using a siren from a squad car.  They received no answer.  Officers made entry into the home and located the mother, Hailey Brown asleep in bed.  Officers located, in plain view, several items of drug paraphernalia, marijuana, and heroin.  The living conditions inside the home were deplorable. 
 
Officers took custody of the children until other family members and Child Protective Services arrived.    The children were turned over to responsible family members.  Hailey Brown was arrested and charged with the following:
