Charges:                      459.5(a) PC (Shoplifting), 182 PC (Conspiracy)

Incident Summary- 

On 5/21/2023, at approximately 6:26 p.m., Petaluma police officers were dispatched to Kohl’s department store to investigate a reported theft in progress. An employee called after observing three men, later identified as Cannon, Urquiaga, and Arteaga working together to cut off security devices and conceal merchandise. The men left the store without paying for the merchandise.

Urquiaga and Arteaga were contacted leaving the store. They were in possession of approximately $640 of stolen merchandise. Urquiaga, who was found to be on Postrelease Community Supervision (PRCS) was also in possession of burglary tools and drug paraphernalia. Arteaga was found to be on probation.
 
After leaving the store Cannon got into an SUV the men had arrived in and attempted to drive away. Cannon ‘parked’ the SUV and fled on foot. He was apprehended a short distance later. The SUV was not put into ‘Park’ and slowly rolled across the parking lot until it collided with a nearby business. Thankfully, no one was injured as a result of the collision. Officers later learned that the SUV had been stolen from a rental company in Marin County the day prior.
 
Because they were working together, all three men were arrested for shoplifting and conspiracy. Urquiaga was also charged with violating the terms of his PRCS and possessing burglary tools and drug paraphernalia. Arteaga was also charged with violating the terms of his probation. Cannon was also charged with resisting arrest and possessing a stolen vehicle. All three were booked at the Sonoma County Jail.
