Lake Water Stratification 
From Public Works:
Due to lake stratification, the sediment in the water source has been stirred up resulting in high levels of manganese in the raw water from the lakes. Unfortunately, we cannot remove enough of the maganese to stay within regulatory limits on the finished water.
This may cause issues with laundry, color, taste and odor in the water.
We are doing everything we can to combat the problem. We apologize for the inconvenience this may cause as we work through this issue.
