IMPD is Proud to Announce that Lieutenant Larry Stargel has Graduated from the FBI National Academy
INDIANAPOLIS- Lt. Larry Stargel of the IMPD Northwest District Operations Division has graduated from the 286th FBI National Academy Session.
“I am proud of the hard work that Lt. Larry Stargel has put in to complete the FBI National Academy. We look forward to him using his gained knowledge to improve IMPD and for the safety of Indianapolis” said IMPD Chief Randal Taylor.
The FBI National Academy is a professional course of study for U.S. and international law enforcement managers nominated by their agency heads because of demonstrated leadership qualities. The 10-week program—which provides coursework in intelligence theory, terrorism and terrorist mindsets, management science, law, behavioral science, law enforcement communication, and forensic science—serves to improve the administration of justice in police departments and agencies at home and abroad and to raise law enforcement standards, knowledge, and cooperation worldwide (FBI.gov).
The National Academy was created as the “FBI Police Training School” in 1935 in response to the 1930 Wickersham Commission report recommending standardization and professionalization of law enforcement in the United States through centralized training. At the time, courses included scientific aids in crime detection, preparation of reports, criminal investigation techniques, and administration and organization. Studies pertaining to espionage and sabotage were offered as World War II began.
Lieutenant Larry Stargel is a 20-year veteran of IMPD. He is currently assigned as the middle shift Lieutenant on Northwest District. Before his promotion to lieutenant, he served as a field sergeant on both Northwest District’s day and middle shifts. As a patrol officer, he was assigned to InPAcT Parole Liaison within the Community Engagement Bureau. While assigned to Northwest District, he was a Neighborhood Resource Officer, Field Training Officer, and patrol officer on middle shift.
Lt. Stargel was an ILEA certified instructor and taught several classes at the IMPD training academy as well as a FTO for six years. Lt. Stargel has been awarded the Medal of Bravery and ERB Officer of the Year during his career.
Lt. Stargel is a graduate of the IMPD Leadership Academy and has assisted Leadership Academy participants. Lt Stargel earned a Bachelor of Science in Criminal Justice from IUPUI. While at the FBI National Academy, Lt. Stargel participated in the International Partnership Program where was partnered with a senior Federal Police Commander from the country of Belgium. Lt. Stargel also earned a graduate certificate from the University of Virginia.
Lt. Stargel served honorably and is a retired U.S. Army veteran of 20 years. His occupational specialty in the Army was as a military policeman and an intelligence analyst in the Indiana National Guard. While enlisted in the Army, Lt. Stargel achieved the rank of Sergeant First Class/E-7 and was deployed to Peace Keeping Operations in Bosnia and Operation Enduring Freedom.
Outside of the office, Lt Stargel is a member of the Criminal Justice Advisory Board at Central Nine Vocational School. Lt. Stargel enjoys working out and traveling, lives in Indianapolis with his wife, Rhonda, and has two adult daughters, Erin, and Claire.
