IMPD Detectives Make Two Arrests Following Short-Term Rental Party that Turned Violent

On Sunday, June 11, 2023, just before 1:00 a.m. Indianapolis Metropolitan Police Department (IMPD) East District officers were dispatched to 69 Devon Ave. on the report of shots fired.  As officers were responding, the run was updated to a person shot near the 8000 block of East Washington Street. This was just around the corner from the original shots fired location. Officers located a 12-year-old male suffering from injuries consistent with a gunshot(s) wound. The victim was transported to Riley Hospital by Indianapolis Emergency Medical Services

(IEMS) in stable condition. It was later reported the victim received the injuries while walking to a party located on Devon Ave.
 
Officers followed up on the large party at 69 Devon Ave, where they learned the residence is a short-term rental property. While on scene, officers detained approximately 25 party, attendees including multiple juveniles. Among the people detained was 18-year-old Usif Muhamad and 19-year-old Peyton Minor, who were identified as the promoters of the event. Officers recovered a rifle and ammunition which Muhammad and Minor had in their possession.
 
Nuisance and Abatement Detectives responded to the scene to further their portion of the investigation. Detectives learned Minor had promoted the party through social media and both men charged an admission fee to guest attendees. They also provided drugs and alcohol to minors during the event.
 
Detectives arrested Muhmmad and Minor for several offenses including 
 
Maintain Common Nuisance- Alcohol
Minor in Possession of Alcohol
Marijuana Possession
Furnishing Alcohol to minors
 
The incident involving the juvenile shot is still under investigation.
 
IMPD continues to work with the Marion County Prosecutors Office which will review the case and make a final charging decision.
