INCIDENT: Lewd and Lascivious Acts with a Minor
LOCATION: Intersection of Twentynine Palms Hwy and Prescott Ave., Yucca Valley
SUSPECT(S): Jacob Orleans, 28-years-old, resident of Perris, California
VICTIM(S): Confidential Female Juvenile
SUMMARY: On May 28, 2023, the California Highway Patrol (CHP) requested assistance from the Morongo Basin Sheriff's Station, during a traffic stop. CHP conducted a traffic stop for reckless driving in which 28-year-old Jacob Orleans was the driver. Orleans' sole passenger was a 13-year-old female. During the traffic stop, CHP inquired into their relationship and both parties provided inconsistent statements, which necessitated the assistance from the Morongo Basin Sheriff's Station.
Morongo deputies took over the investigation and determined the 13-year-old female was a runaway out of Colorado Springs, Colorado. Orleans met the victim on a social media dating application and had distinct knowledge she was 13-years-old. Orleans drove his vehicle from Perris, California to Colorado Springs to meet with the juvenile and take her to his Perris residence. After Orleans picked up the juvenile, he engaged in a sexual relationship with her.
Subsequent to the investigation conducted by deputies, Orleans was arrested for lewd and lascivious acts with a minor. He faces additional charges including, abduction and kidnapping of a minor across state lines. The victim was taken into protective custody pending contact with her parental guardian.
