| Between January and March of 2023, Thousand Oaks restaurants were targeted by Los Angeles criminals who burglarized businesses for safes and cash. The Career Criminals Unit completed their several months long investigation with the arrests of a male juvenile suspect and Francisco Casillas. In January of 2023, the juvenile suspect committed a burglary in Thousand Oaks and two in Agoura Hills. In February of 2023, the juvenile suspect committed a burglary in Thousand Oaks and seven in Agoura Hills and Calabasas. In March of 2023, both the juvenile suspect and Francisco Casillas committed two burglaries in Thousand Oaks and five between the cities of Simi Valley and Moorpark. The Thousand Oaks Career Criminals Unit took the lead on investigating the cases. The investigators worked closely with the Thousand Oaks Special Enforcement Unit, Simi Valley Police Investigators, Moorpark Police Investigators, and the Los Angeles County Sheriff’s Department. The TOPD Investigators and Special Enforcement Unit were diligent in utilizing law enforcement resources, and other investigative techniques to identify and locate the suspects. Investigators submitted arrest warrants to the Ventura County Superior Court for both suspects which were granted and issued. During the investigation, Thousand Oaks Investigators were contacted by El Segundo Police and Arizona Police, who were attached to an ATF (Alcohol, Tobacco, and Firearms) task force. Thousand Oaks Investigators helped confirm the juvenile suspect was involved in multiple commercial burglaries in El Segundo and the surrounding cities. Arizona Police advised there were two gun store burglaries in the state of Arizona, where numerous guns were stolen. The Arizona suspects were associated to Francisco Casillas and his residence. On June 8, 2023, Los Angeles County deputies arrested the juvenile suspect for the warrant. The juvenile suspect was picked up by Ventura County Sheriff’s Transportation Unit and booked at the Ventura County Juvenile Justice Center for 18-counts of commercial burglary. On June 15, 2023, LAPD SWAT, in conjunction with Thousand Oaks Investigators, Special Enforcement Unit and Directed Enforcement Unit conducted a search warrant at Casillas’ residence in Los Angeles. Casillas was arrested and evidence linking him to the crimes was seized. Casillas was booked at the Pre-Trial Detention Facility for 7-counts of commercial burglary with a set bail of $200,000. Investigators had identified Casillas as a suspect in a robbery and an organized retail theft that occurred in Thousand Oaks in 2022. Casillas was booked on those charges and the bail was set at $20,000. Casillas was booked for an out of county warrant issued for burglary and violation of probation with a bail of $80,000. During the service of the search warrant, Juan Arreguin-Hernandez was identified and arrested for conspiracy to commit theft in Thousand Oaks. Thousand Oaks Investigators had previously identified him as the suspect in the May 2023 case. Arreguin-Hernandez was booked at the Pre-Trial Detention Facility and his bail was set at $20,000. |
