INCIDENT: PC 206 - Torture
LOCATION: 6000 Block of Abronia Avenue, Twentynine Palms
SUSPECT: Ricky Parnell, 36-years-old, Male Resident of Twentynine Palms
VICTIM(S): Confidential, 38-years-old, Female Resident of Twentynine Palms
SUMMARY:
On Tuesday, May 23, 2023, at approximately 6:10 a.m., deputies from the Morongo Basin Station responded to the 73000 block of Twentynine Palms Highway following a report of a domestic disturbance. The victim advised deputies her boyfriend Ricky Parnell, punched, choked and whipped the victim with a cable. The victim was transported to High Desert Medical Center for treatment of her sustained injuries.
Detectives with the Morongo Basin Station responded and continued the investigation. Through the investigation, an arrest warrant was issued for Ricky Parnell.
On Friday, June 23, 2023, personnel from the Sheriff’s Specialized Enforcement Division (SED) located Parnell while he entered a vehicle. SED initiated a traffic stop and took Parnell into custody. Parnell was arrested and booked at the Morongo Basin Jail.
