Felony OWI 4th Offense 
On June 25, 2023, at 12:48 AM, an officer with the Middleton Police Department observed a vehicle traveling in the eastbound lane of Century Ave cross the center line and began to drive against traffic in the westbound lane. The officer initiated a traffic stop after observing this driving behavior.
The officer identified the operator of the vehicle as Matthew J. Parnell, age 43 of Middleton. Initially Parnell obstructed the officer by walking away from the traffic stop, but was eventually detained. The officer noted a strong odor of intoxicants coming from Parnell’s breath and other behavior that indicated impairment.
Following field sobriety testing, Parnell was arrested for 4th offense operating a motor vehicle while intoxicated (OWI), a felony. Parnell consented to a blood draw.
Parnell was booked into the Dane County Jail for the felony OWI and Obstructing.
