OWI 5th Offense – Eliseo A. Ramirez

On 06-28-23, at 2:40 am, a Janesville officer stopped a vehicle for speeding on Palmer Drive near East Racine Street.
 
Upon contacting the driver, the officer observed behaviors that indicated the driver may be impaired.  
 
The driver, identified by several prior police contacts as Eliseo Ramirez, was arrested for 5^th Offense OWI. He had a .02 BA restrictor, was already revoked due to alcohol refusal and was not cooperating with officers.
 
A check on Ramirez’s license showed he had 4 prior OWI convictions.
 
Ramirez refused to submit to an evidentiary test of his blood. Due to this, a search warrant was drafted, reviewed and honored by a judge. A legal blood draw was taken from Ramirez. The results are pending.
 
Ramirez was held at the Rock County Jail pending his initial court appearance
