Deputies Conduct Sex Registrant Compliance Operation in Unincorporated San Bernardino Area

LOCATION: Unincorporated County area of San Bernardino
SUSPECT(S): Raul Molina, 53 years old, resident of San Bernardino
Frederick Lawrence Tragesser, 78 years old, resident of San Bernardino
Joseph Smith, 45 years old, resident of San Bernardino
Antonio Castillo-Tecan, 35 years old, resident of San Bernardino
Warren Enoch, 63 years old, resident of San Bernardino
Michael De La Rocha, 35 years old, resident of San Bernardino
Tommy Washington, 30 years old, resident of San Bernardino
Daivon McKinney, 37 years old, resident of San Bernardino
SUMMARY: On Wednesday, July 12, 2023, deputies from the San Bernardino County Sheriff's Department, Central Station, conducted a sex registrant compliance sweep in the unincorporated county area of San Bernardino. The compliance sweep was conducted in conjunction with Operation Online Guardian sponsored by the National Center for Missing and Exploited Children (NCMEC).
The purpose of this compliance sweep was to confirm locations and information for registered sex offenders and locate registered sex offenders who were out of compliance with the terms and conditions of their sex registrant status. The following subjects were found to be in violation of the terms and conditions of their registration requirements:
- Raul Molina is charged with failure to annually register.
- Frederick Lawrence Tragesser is charged with failure to annually register.
- Joseph Smith is charged with failure to annually register.
- Antonio Castillo-Tecan is charged with failure to annually register.
- Warren Enoch is charged with failure to annually register.
- Michael De La Rocha is charged with failure to annually register.
- Tommy Washington is charged with failure to annually register.
- Daivon McKinney is charged with failure to notify of an address change.
All the above investigations were forwarded to the Office of the District Attorney for review and filing.
