Chino Hills Man Arrested for Impersonating a Peace Officer; Police Looking for Additional Victims

DATE/TIME: July 21, 2023

INCIDENT: PC 236 - False Imprisonment and PC 538d - Impersonating an Officer

LOCATION: 6300 block of Narcissus Lane Chino Hills, CA 91709 

SUSPECT(S): Andrew De Boer, 42-years of age, resident of Chino Hills

VICTIM(S): Confidential 


SUMMARY: On July 11, 2023, a victim in Chino Hills reported a person impersonating a law enforcement officer stopped him for a traffic infraction. The traffic stop was video recorded from a home surveillance camera. Investigators identified the suspect's vehicle as a white colored Ford F-350 truck with California Exempt license plates. The vehicle had emergency lights and "Fire" decals on the front hood and rear tailgate.  

Andrew De Boer, a 42-year-old resident of Chino Hills, was identified as the suspect. During the crime, De Boer wore a law enforcement uniform, duty belt with a firearm, Santa Muerte Fire Department badge, baton, pepper spray, and handcuffs. De Boer is not a firefighter, arson investigator, or law enforcement officer with Federal, State, or local peace officer powers to arrest or detain persons. 

On July 20, 2023, De Boer was arrested by deputies from the Specialized Enforcement Division and Chino Hills Station.

Investigators served a search warrant at De Boer's residence and seized the Ford truck used in the crime. Investigators recovered firearms, soft body armor, a duty belt, a fire investigator identification card, badges, decals, and uniforms with patches for the Santa Muerte Fire Department. The Santa Muerte Fire Department is a fictitious fire department and law enforcement arson investigative unit.    

De Boer was booked at the West Valley Detention Center for PC 236 - False Imprisonment and PC 538d - Impersonating an Officer.

Investigators believe additional victims may exist throughout San Bernardino, Riverside, Los Angeles, and Orange Counties and are releasing De Boer's photo along with a video showing the vehicle used in the crime.  The video can be viewed using this link:  https://youtu.be/TZjLATr7QN0
