* WHAT...Flooding caused by excessive rainfall is expected.
* WHERE...Portions of central New York and northeast Pennsylvania, including the following counties, in central New York, Broome, Chemung, Chenango, Delaware and Tioga. In northeast Pennsylvania, Bradford and Susquehanna.
* WHEN...Until 400 PM EDT.
* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 100 PM EDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Up to 2 inches of rain have fallen. - Additional rainfall amounts up to 1 inch are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Chemung, Binghamton, Johnson City, Endicott, Sayre, Waverly, Owego, Athens, Walton, Delhi, Deposit, Vestal, Barton, Kirkwood, Conklin, Sanford, Colchester, Litchfield and Andes. - http://www.weather.gov/safety/flood
