Two Highland Residents Arrested for PRCS Violations

DATE/TIME: July 26, 2023, 10:15 p.m.

INCIDENT: HS 11360 - Transportation/Sales of Concentrated Cannabis, PC 496- Possession of Stolen Property, PC 3455- Violation of Post Release Community Supervison

LOCATION: Bryant St x Juniper Ave, Yucaipa 

SUSPECT(S): Johnny Lu, 32-year-old. Resident of Highland
                        Tessa Pary, 26-year-old Resident of Highland


VICTIM(S): State of California


SUMMARY:On July 26, 2023, Deputy Herrera with the Yucaipa Police Department observed a suspicious vehicle and conducted a traffic enforcement stop for California Vehicle Code violations. The driver, Johnny Lu, was found to be under the influence and on PRCS (Post Release Community Supervision). The passenger, Tessa Pary, lied to deputies about her name and was found to have a no-bail warrant for violation of PRCS. Lu is on PRCS for Possession of Illegal Weapons, and Pary is on PRCS for Felony Evading Law Enforcement.

During a vehicle search, stolen property and over 1,000 concentrated marijuana vape pens were located. Marijuana vape pens are commonly filled with concentrated cannabis but could also contain dangerous chemicals. The marijuana vape pens are not from a verified legal distributor and have not been tested for safety. Commonly,  marijuana vape pens are sold to children because, unlike pipes or blunts, marijuana vape pens create virtually no smell. Each marijuana pen has a street value of $5 to $10.  

A PRCS compliance check was conducted at Johnny Lu’s PRCS address on file, in the city of Highland. It was discovered that he was not living there. Lu violated his terms by not keeping his Probation Officer advised of his current address and for associating with an Ex-Felon. 
 
Lu was arrested for transportation/sale of concentrated cannabis, possession of stolen property, and violation of PRCS. Pary was arrested for her outstanding PRCS warrant.
