IMPD Detectives Make Arrest in a 2023 February Homicide Investigation.

INDIANAPOLIS- On August 8, 2023, Indianapolis Metropolitan Police Department (IMPD) Homicide detectives served 39-year-old Troy Briscoe an arrest warrant for his alleged involvement in a homicide at occurred in February 2023 in the 3500 block of W. 12th Street.

On Monday, February 13, 2023, just after 10:00 p.m., Indianapolis Metropolitan Police Department (IMPD) Northwest District officers responded to the 3500 block of W. 12th Street for reports of a person down. Officers arrived and located an unresponsive adult female, later identified as then 30-year-old Sabrina Cowen. Indianapolis Emergency Medical Services responded to the scene and transported her to Eskenazi hospital.  While at the hospital, it was determined that Cowen had injuries which were consistent with a gunshot wound(s). Despite life-saving techniques, she was pronounced deceased at the hospital.

The IMPD Homicide detectives responded to the scene to begin their investigation. The Indianapolis-Marion County Forensic Services Agency responded to identify and collect potential forensic evidence. The Marion County Coroner’s Office assisted and determined this death to be homicide.

The investigation continued and investigators were able to identify Biscoe as the suspect in this case thanks to cooperation from witnesses. On August 7, the Marion County Prosecutor’s Office filed a warrant on Briscoe for murder and possession of a firearm by a serious violent felon. Detectives learned that he was being held in the Marion County Criminal Justice Center on unrelated charges. On August 8, 2023, Briscoe was arrested on his warrant.

A charge is merely an accusation. The Marion County Prosecutor’s Office will make the final charging decisions. The individual should be considered innocent unless and until proven guilty in a court of law.
